1990年3月5日，道德伦理委员会联络官Ario Becker Hammond被确定为晴空倡议的线人，为他们提供了基金会监督者指挥部、道德伦理委员会及RAISA极其重要的关键人物的会面时间与地点等高优先度情报。

一名MTF Iota-10特工发现了Hammond的私人信息记录，其表明Hammond一直在向晴空倡议通报高价值人员的位置。在温泉关行动之前，Hammond已与晴空倡议进行了数周的接触，此结果表明当时Hammond的女儿，Dr. Vanessa Hammond被注射了一种基金会数据库未收录的外来细菌，据称若Hammond不断提供相关受关注部门信息，一份血清将被采购并提供给其女儿。

3月6日，Ario Hammond在发现其个人终端记录曾被MTF Iota-10特工“Mr. Magenta”访问后逃离了澳大利亚西部地区的受保护Area-03。据信他已前往柬埔寨暹粒，晴空倡议在此地拥有一处伪装为水稻种植园的设施。

从Ario Hammond终端上的待办事项内可知，道德伦理委员会主管Evelyn Scheingart与Carson Langly为潜伏的晴空倡议特工，分别在基金会中潜伏了31和32年。理论上来说，此二名特工对1969年针对5号监督者的暗杀负有直接责任。
